(1)The long-stay visa for carrying out scientific research activities is granted to foreigners on the basis of the approval of the National Authority for Scientific Research and of the Romanian Immigration Office.

(2)The approval of the National Authority for Scientific Research shall be issued upon request of the research & development facilities and institutions, subject to the following conditions:

a)the research & development facilities have to be certified according to the law;

b)there should be a hosting agreement between the facilities referred to in point a) and the researcher, who has been accepted to carry out activities within a scientific research project. The form and conditions under which the hosting agreement is concluded shall be determined by order of the Minister of Education, Research and Youth.
